Why Leominster? And why this location?

The Fairgrounds venue is an ideal fit for the Leominster community for several reasons. Transforming the underutilized capped landfill on Mechanic Street into a vibrant entertainment space aligns with the city’s goals of land revitalization, economic growth, and community enrichment.

This project would turn currently unused land into a valuable asset, generating revenue, creating jobs, and providing a much-needed space for residents to enjoy local events and activities.

With a population of over 44,000, Leominster is well-positioned to support an entertainment attraction, especially with its convenient access to Route 2. Additionally, many community members have voiced a need for more entertainment options, making this venue a welcomed addition to the area.

What activities are planned for The Fairgrounds?

The Fairgrounds will offer a diverse range of activities where all walks of life can have fun, including a sports bar with mobile wagering and sports game simulators. Visitors can also enjoy seasonal fairs and festivals, a full-service restaurant, and thoroughbred horse racing. Additionally, the venue will feature horse therapy programs, providing a unique and therapeutic experience for the community.

What is going to be built on site? What about existing buildings?

Bay State Racing plans to develop the site with a racetrack, parking lots, a paddock, stables, and a pavilion to support the venue’s operations.

One of the existing buildings will be repurposed into a dynamic space featuring a sports bar, viewing deck, and restaurant, enhancing the entertainment experience for visitors.

Additionally, existing businesses will have the opportunity to relocate to the second vacant building on-site, ensuring continued use of the space while supporting local enterprises.

What will happen to the previously approved apartment building plan?

There are plans to build the 120 previously approved apartment units for this property at a later date.

Is there any health or environmental concerns with this previously
being a landfill?

The project will be developed in accordance with environmental standards and laws. The landfill cap will remain intact, as no construction will take place on that section of the site. Across Massachusetts, transforming former landfills into functional and sustainable spaces has become an increasingly common practice.

What inputs and controls will there be for Leominster?

Leominster will have financial, regulatory, and operational oversight as outlined in the Host Community Agreement with Bay State Racing. The city will receive a minimum of $300,000 to $1 million once operational with an annual increase of 2.5% after the third year, with additional payments from gaming revenues and taxes. Leominster controls permitting, race scheduling, and land use, requiring Baystate to comply with zoning laws and obtain approvals for leasing city property. A city-appointed representative will serve on the Racing Oversight Board to ensure horse welfare, and Baystate must provide annual compliance reports. The city will also regulate traffic, access, and safety measures while ensuring the track is available for community use when not in operation. Additionally, Bay State must host at least one free community event per year and support local education programs.
